Young People are a key priority for the Safer Portsmouth Partnership (SPP).
The Young People's Delivery Plan 2008-2009 covers youth offending and substance misuse, and includes activity to support Priority 6 of the Children and Young People's Plan (CYPP) which can be viewed here.

Challenge and Support
The Challenge and Support Project sits within the Community Safety Team at Portsmouth City Council and is funded by the Government's Youth Taskforce. The project was introduced in Portsmouth in December 2008.
The aim of the Challenge and Support Project is to ensure that a co-ordinated approach is taken to the delivery of support alongside the use of anti-social behaviour tools and powers on young people. The project ensures that young people involved in or at risk of anti-social behaviour and/or offending behaviour are offered appropriate support alongside appropriate enforcement (such as Warning Letters, Acceptable Behaviour Contracts, ASBOs) to help them change their behaviour.
We work closely with Police, Community Wardens, Preventing Youth Offending Project (PYOP), Motiv8, Youth Offending Team and other members of the Safer Portsmouth Partnershi.
Any young person living in Portsmouth aged 8 and above who is causing or likely to be involved in anti-social and/or offending behaviour should be referred to Challenge and Support. There is no formal method of referral, either email details or contact us on the number below.
Every young person who is referred will be signposted to support agencies, and if the referrer is a professional, they will be advised of any appropriate enforcement action. All enforcement action in relation to anti-social behaviour is recorded and monitored by Challenge and Support.
The Challenge and Support Project have introduced guidance on the use of Acceptable Behaviour Contracts and Warning Letters. We offer training to all statutory or voluntary agencies within Portsmouth.
