Services for Young People, preventing offending or substance misuse
Substance misuse is closely related to a range of poor outcomes for young people, including poor education, unemployment, offending and poor housing. Vulnerable young people in known risk groups, such as looked after children, school unauthorised absence/excludees and children of substance misusing parents, are those most likely to become the adult problem drug users of the future.
The Safer Portsmouth Partnership’s Young People’s Substance Misuse Plan aims to address the provision of effective universal services, focusing on early intervention and support for the key risk groups. This means not only developing specialist drugs provision but also ensuring that generic children and young people’s services are fully committed to identifying and intervening to tackle drugs problems before they become acute.
To deliver on this, services need to identify all vulnerable young people at risk of becoming involved in serious drug misuse and provide appropriate support to young people and their families, taking account of their diverse circumstances. A coherent package of universal services and high quality targeted interventions will prevent today's vulnerable young person becoming tomorrow's adult drug misuser, and help them live fulfilling lives.

• Training youth and community workers to identify substance misuse problems and offer support
• Mainstreaming the drugs agenda in to all children and young people’s services
• Providing treatment services for young people who develop drug services
