Integrated Offender Management (IOM)

The Integrated Offender Management Unit (IOM) is a multi-agency team created to monitor and manage a group of individuals who pose the highest risk of committing serious acquisitive and serious violent crime in Portsmouth.

The IOM is a Home Office and Ministry of Justice funded approach to partnership working which links offender management strategies through joint decision-making and assessment.

The IOM specifically manages the local offenders who pose the highest risk of crime or harm to Portsmouth, with a focus on compliance and quick enforcement. The team consists of the Police, Hampshire Probation Trust, Youth Offending Service and Portsmouth City Council's Community Safety Unit (including drug support workers).

Daily tasking meetings allow staff from different agencies to quickly share intelligence and updates on the offenders they are monitoring. Actions are instigated swiftly within this process and are prioritised in terms of risk.

It is a holistic approach that looks to deal with how we can steer offenders away from a life of crime.
